PCAU established a partnership with the Uganda Network on Law Ethics and HIV/AIDS (UGANET) with Support from the African Palliative Care Association (APCA), OSIEA, and OSF to promote palliative care as a Human Right. PCAU coordinates training for paralegals who are then attached to palliative care sites to offer legal support to patients and their families. Most palliative care patients have legal support needs and some are vulnerable and unable to afford professional legal services offered by lawyers.
PCAU brings together lawyers working with legal aid entities for an introductory course on palliative care to enable them become aware how they can support. The trained lawyers work with PCAU and other Palliative Care organizations to offer Legal Aid services whenever approached.
In 2017, the Uganda Human Rights Commission reported on the right to palliative care for the first time in their 20th Annual report. PCAU fully participated in the consultative process for the development of the report and provided expert opinion.
