Call for Expression of Interest:

Consultancy to Conduct a Summative Evaluation of the Strategic Plan for the Palliative Care Association of Uganda and to Develop a New Strategic Plan for the Period 2027-2031

The Palliative Care Association of Uganda (PCAU), the national umbrella organization for all palliative care providers in Uganda, seeks a consultant to conduct a summative evaluation of its 2022–2026 strategic plan and to lead the development of a new strategic plan for 2027–2031. The consultancy includes assessing past implementation against institutional objectives and facilitating stakeholder consultations to shape the organization’s next five-year roadmap.

This role requires a highly experienced professional with a proven track record in strategic planning, management, and health systems development. Candidates must have at least five years of professional experience in strategic planning and management. Direct experience with health NGOs and palliative care settings is highly advantageous. Additionally, candidates should demonstrate expertise in collaborating with government partners and public-sector stakeholders, particularly within health systems development programs.
